If it's sexual nudity, but not depicting sex, I'd give it an M if you're being liberal. I personally think if it's clearly for jerking off, it ought to be rated A.
As far as I can tell, sexual acts counts as an A rating, whereas Nudity might be passable for the M? I suppose it also depends which bits your showing… if the top is off, might be at least an M, but if you’re spreading that bit down below that’s sure an A

as far as I can tell, if it's showing about as much as a bikini, it's an M rating
